Hello, I'm in the process of hopefully adding cruise control via a MFSW but before I button everything up and drive to my mechanic, can I just hook the battery back up to test if the wheel controls are detected by the radio?

If the radio controls would work, it would be an indication I'm on the right track as well as reduce hours by my mechanic, knowing that, I hoping to gain this answer without having to reattach the air bag and other steering column covers.

Yes, don't leave any airbag unpluged and uninstalled. Install them , then hook the battery back up. If not you will get an airbag light and then it will need cleared , most OB2 readers cannot do this.
