Eyebolt under my front seat?

Would someone please tell me what that tool (looks like an eyebolt) is under my front seat of my Paceman? Maybe for the seats or something?!?!?

If you look at your front bumper passenger side, you'll see a little cap, actually flush with the bumper, you can pop that off and there's place to screw in the bolt.
