Looking for a jcw exhaust
Where can i get a jcw exhaust without getting the full tuning kit from mini?

You can buy the factory JCW version from many places, here's one:

Note that the tips are different from the tuning kit. The tuning kit has the engraving while the factory JCW tips do not.

I have read that the tuning kit muffler tends to drone, while the factory JCW exhaust does not. I'm happy with the fJCW exhaust that I have on mine.

Is the piping the same for the s and jcw? If I get just the muffler will it be the same as a full jcw catback

Not necessarily. Some JCW's had a long resonator while some S had a 2nd cat and short resonator. It depends on the year.
