What are these lights?

I've never seen them come on. Aren't they supposed to be on with the daytime running lights?

No, the lights that take up a small portion of the turn signal housing. Not the orange part of the circle, but the little bit to the left in the pic.

I guess you could call those running lights, they've always worked perfectly on mine. Check the bulbs, they should come on every time you turn on the headlights or just one "click" up on the headlight/turn signal stalk.

Front parking lights. They use a small "peanut" bulb. They should be on with the lights on.

Good to know their technical name. Now Im thinking both of the bulbs are just coincidentally out. The previous owner also had the running lights that are in the high beam housing programmed to be on with the stock in the off position so I thought they should be on. I'll check when I get home in about a month. I'm hoping to put some halos in that spot as well. Hopefully the lights work and will come on with the headlights. Or something.

Those are the front position / turn signal assemblies. Here is what they look like from the front and rear if you are looking. The housing tend to get cracked from the rocks and road debris.

You can reach it this way.

From the top cavity right next to the hood latch with hood open on either side, Its kind of tight but your fingers can reach in there and twist them out or try to reach it with a tool. Unplugging the harness to each one before makes it easier to remove.
