Assuming that you have so far only aftermarket 17x7" rims and just the H-sport springs added then the answer is (a qualified) NO. I am researching the official rules for recon as it applies to the state of Hawaii via the police. Until I get the rules which are federal I will not be able to determine the complete answer. Since the springs lower the car by only one inch front and rear and since the MCS comes with 17x7" rims as a stock option then I don't think any police will be stopping you for a recon sticker anytime soon. The legality of a recon sticker for your mods is a different matter. Technically there could be a problem so do not give away or throw about your old parts yet. The springs do not work under your chair or bed nor do they make a nice aquarium or coffee table stand. They might if their color was a little more flashy.
Good luck with your upgrade. Let us know how you like being lowered now. Bumpy Bumpy unless on smooth roads.
So the trick is always be on smooth roads and hang on to your underwear when you take those corners at 90 degrees or less. At this point I don't think you need shocks but I would say that you could get some benefit from a larger and or lighter rear swaybar which tends to stiffen up the rear suspension a bit more than stock esp in an MC. The MCS comes with a bigger rear swaybar already. Madness makes a 22mm bar with three adjusting holes. H-sport makes a rear 19 mm bar with two holes for under $200 and also a tubular lightweight (under 4 pounds) rear swaybar for about $233. I don't think a rear swaybar change that doesn't change stock alignment will need a recon sticker but shock change might.
Which brings us to alignment. Most of us that have gotten H-sport springs installed what noticed that the rear camber is about negative 2.0 to 2.4 degrees and the rear wheels have a distinct and pronounced inward tilt. This is very useful for hard cornering and track use but not very friendly on tire wear if you do mostly street driving. If you plan to keep this negative camber then rotate your tires often, maybe every 3000-4000 miles and check for excessive wear on the inside edge of the rears. I had my MCS aligned after the springs and did the settings to stock values except for the rear negative camber which I requested to be negative 0.75 degrees. Stock MCS can be as much as negative 1.5 degrees and that is within factory settings. I have adjustable rear control arms so it is easy for the alignment shop to give me less negative camber which is a little easier on my tire wear plus I have a stiffer rear swaybar in with the firmest setting. Works pretty good to reduce understeer to a minimum and most of the time I do hard cornering on the track not the street.

Your Black MC is looking sleeker, faster, and more trick. And with the help of the H-sport springs/wheels you can now corner with confidence. Try things out first, see how it works for you. Need more control and stiffness? Add the rear swaybar first. Play around with the adjustable settings. Try the middle or softer setting first.
Need more power/torque? Try a cold air intake and/or exhaust first (having both are complementary). Ignition upgrade, plasma booster maybe. Exhaust Header and ECU at some point (due to cost).
Brakes are lower on the list unless you want to do more time on the track.
Looking great. Daylight is better for pictures unless you like the dark and mysterious look.
