The Xenons "rest" in the lowered position when you turn them off. When you fire them up they go through their full range of motion, then settle to their normal position.

They move up and down is so that when you accelerate, they tip down as the front of the car tips up, or they tip up when you brake and the front of the car goes down. The reason for this is 2 part, one so the road stays lit more or less the same in front of you, but mostly so they don't blind on coming drivers. All factory equipped cars with Xenons must have this, along with some form of washers.
