I'm already equipped with a stiffer rear swaybar, and was wondering what other supporting modifications I need for the MINI to handle the lowering. Will I need camber plates and new rear control arms?

That depends on how much it will be dropped. If the car is lowered too much it will add too much negative camber in the rear. The front will have no camber gain. To fix the rear and get it set where you want, you will need at least the lower control arms. But I recommend getting all four replaced, that way you can have toe and camber set independantly. If you replace only the lower arms, then your alignment cannot be set exactly.
If you're only lowering an inch or so, rear camber won't be terribly out of wack. Also depends on what you're using the car for. If you're just looking for an enjoyable driver, then chances are the extra camber in the rear won't be a deal breaker for you. Many camber plates and control arms introduce more NVH (noise, vibration, harshness) resulting in a car harder to live with day-to-day.
