Moving to Quincy, Il...
or just across the river in MO. I am coming up from down south in TN, so I have very little experience with snow conditions. Will I need Winter/snow tires for my MINI, or can I get away with all season tires on my cars (also have two Hondas- CRV & Civic with all season perfs) for the duration?

Although I live in Ohio now, I grew up in Northern Illinois. Midwestern weather is pretty similar - lousy.
Experience with snow/ice counts far more than your tires. Standard all-seasons should be fine, even with a small car like the MINI. For the times that there will be massive amounts blowing/drifting snow, no snow tire is going to help that much. If conditions are that bad, traction on the road surface is the least of your worries - worry about the dimwit barreling out of the whiteout at you in a jacked-up 4x4. Trust me -- he won't have any traction either. Although it's boring, the smart person doesn't drive in conditions that a good all-season can't handle.

Can't say much for the Quincy area but St Louis winters have been pretty mild lately. I think the last time we had any significant snowfall was 2 years ago on Christmas Eve. But then it all melted in a day or two. We do have an occasional ice storm & no tires will help you in that. My all seasons will go back on in November just in case

First i would like to say that I am sorry you have to move to Quincy. I spent 4 years there at good old Quincy University, nice school, but the town sucks. Well I take that back you really cant go wrong with the highest bar and church to population ratio in Illinois. But anyway while I was there it never really snowed, maybe an inch or two a season, HOWEVER the ice will kill you, there have been times that there was like a half an inch of ice covering everything. But that is not the bad part, it gets worse. Quincy, I guess, does not believe in using salt to de-ice their roads or highways, they use what looks like ash or soot and gravel, it tore the front of my Jeep to s**t. So be prepared for ice and save yourself some stress and get the clear paint protection or get a bra to wear in the winter. Some words of wisdom from a Quincy veteran
I'm from Quincy originally, and to my knowledge there are very few MINIs there, since there's no BMW or MINI dealer in town. Weather in Quincy is somewhere between St. Louis and Chicago, just kinda take the average.
