Problems with replacement turbo after a year

Looking for your guidance here.

A year ago in July (July 2015) I replaced the turbo in my '09 JCW hatchback (61K miles). I had the turbo rebuilt by JM Turbo (K03 turbocharger) I was very happy with JM Turbo, both their knowledgeable customer service folks and the product.

However, after a little more than a year and 1100 miles (now at 72400), I'm hearing a "whirring" noise from the turbo. Kinda sounds like a cricket chirp. It only happens on a cold start. If I let the car warm up idling for about 10 mins I don't hear it. The sounds happens about about 1700 rpms which seems to be about when the turbo starts spinning up.

The turbo still pulls just fine.

The sound I'm concerned about may only be audible with headphones on.

My question is, is this the sound of the turbo failing?
If so, what are some thoughts about why it would fail so soon?
I never ran it down on oil less than halfway down on the dip stick.

I can replace it again - it's just money.
But if I do, I don't want to repeat any mistake I may have made that caused it to fail.

You should check your Diverter Valve and make sure the spring is good and the rubber plunger isn't cracked

Thanks MarioKart - I'll check out the Diverter. Looks like a fairly easy replacement so I might just do that.
