JCW Intake Ground Wire Disconnected?

I just purchases an 05 MCS that has the JCS intake on it.

I was poking around under the hood today (the windshield squirters aren't squirting) and noticed a ground wire that just hanging out, not connected to anything.

After some research, I found that it's the ground wire for the JCW intake.

Assuming that the rest of the connections are correct (which they appear to be) I figure that it's going to either keep the flap always open or always closed.

If it's always open, then maybe it was someones way of easily disabling the flap although I would have thought they would at least wrap the connector in electrical tape so that it didn't accidentally ground.

If it's always closed...I assume that someone forgot to connect it (or forgot to reconnect it).

Can anyone confirm for sure which it is?

Wiring or vacuum disconnected would result in always closed flap (assuming the flap hasn't been removed or wedged open).

Wow..I'm speechless. It's been through 2 previous owners and has never worked correctly.

Oh well, it's been de-flapped now, so it's moot point.
