Interior/Exterior Euro plates .. needs advice on how to mount bracket

Hi I just recieved the frame for my Euro plates, but the euro frame does not have holes that match up with the pre- existing drilled holes. My question is since I don't have a drill to drill holes into the frame for the euro plates, can I just use a whole lot of strong double sided tape? Do you think this will hold?

Digi,

If you get a good quality double back tape it will work. Put on only four or five pieces, top to bottom. Ensure you push them on really securely. Do not wash the car for a couple of days. You should have no troubles.

BTW what does it say?
