I just looked at as many of the state laws on auxilary lighting as I could get hold of easily. The two major issues addressed are the number of lights and the aiming of the lights. Light intensity is either not defined or nor addressed. Many state allow for two extra driving lights mounted to the vehicle, no more then four lights on at one time, and aimed to illuminate a person at 350 ft. This tells me that this whole issue is up to the law enforcement officer you deal with and his interpretation of the lighting laws for each state.

Just some food for thought, I have installed Hella 500s, one set, on my MINI and don't have a problem using them as I would my high beams. There is no law that I have looked at the addresses a necessary to wire the auxillary lights into the high beams so I've kept my seperate and control them with a seperate switch. Like anything else if you use common sense with the use of the lights you should have no problem.
