reinstall front seat issue?

I removed my passenger seat to install amplifier neath in the empty cavity and all went well until i went to reinstall.

I cant seem to get the bolts to snug up 100%..

When I removed them, they were very stiff, and took a second to loosen them up. Now when I attempt to put the seat in, i find they will not snug up as i would think they should. Leaving the seat a hair loose.

any thing im missing before I pull the seat out tomorrow to try again?
