I just recently purchased a 2006 Mini Cooper S used. It doesn't have factory fogs or driving lights and I was wondering how I could install either one and if the toggle switches could be added to where the stock ones are.

You'll need a new toggle rack - you can't just add a (functional) toggle.
Driving light install is relatively simple - I did it on mine. I hear the wiring for the fog lights is a bit more complicated.
