I was just reading a thread on another forum about EL angel eyes. It's about a $20 mod if you know what you're doing.
Unfortunately, I don't.
I'm going to have to rustle up someone who does, because it actually looks really easy if you know how to wire.

I have not had any problems with them. They are made of the same material as the stock lights so they will be as good as them in toughness (i think). And mine haven't blown or gone out. The lights used are LEDs so you will rarely have to change them. Only problem I have is that my current headlights and fogs don't have the same light colour as the halo. Ill probably either by headlights which are more blue in colour, or replace the halo LEDs to true blue LEDs to match my grill neons.

earlier today when I Googled to try and find a DIY. There were some good pictures there. The gist of it is that you buy the EL wire and inverters, bake apart the headlamps (or whichever ones you're going to do, drill a TEENY hole (or two, depending on how thick of a wire you chose and what you're outlining) route the wire through the hole, use a teeny dab of silicone sealant to hold it down, run it back out the other side and out of the lamps to wherever you're going to splice it in, and seal the lamp back up.
It really did not sound hard at all...I just know absolutely zero about wiring. I'm going to have a friend read the DIY later and see how hard he thinks it will be to do the wiring and what we would need. I'm not afraid to do the baking and drilling myself...just unsure about the wiring.

Yeah... EL wire is pretty easy to work with. Exactly what Mel said, as I understand it. Wiring is really pretty easy too... you can just tap into one of the parking lamps, and (depending on how much current the inverter draws) either power it directly from there, or wire it to a relay and draw inverter power directly from the battery. Headlamp disassembly / mod / reassembly is by far the part I'd dread the most...

I added halo rings on another car, after two years one burn't out and I didn't like the idea of going back into cracking the headlight casing open again (oven method) to replace it. The rings are not flexible so you would have to get specific size for the Mini headlights, don't know who makes them in our size, also they are glued onto the headlight trim so getting them off again could be a b*&%ch. Would I do it on the Mini.... NOT A CHANCE!, the bumper lights are obviously much easier.

I tried installin these a few days ago and i couldnt figure out how to detach the corners of the bumper from the car! I had removed all the bolts and the bumper cover was loose, but i couldnt get at the screws in the splash shileds. It looked as though those are the screws that hold the bumper at the corners? I have the aero bumper so i dont know if its different on the aero. Also, i noticed underneath there are a few rivets holdin the bottom to below the radiator but i dont think i need to remove those to get the lights on ? Can anyone verify this ?

What is their part# on the ones you bought?
Thanks. The part number is WLED-WHP. You will need 4 of them to do the swap. It's very easy. They are just held in by rubber grommets that just pull off the back.

I have white LEDs in my halo lights, and blue LEDs under the doors, boot, and front foot wells. I only get the front halos flickering for about 10 seconds upon start up and the rear boot light flickers for about 30 seconds until i get driving. Its quite normal.
My car is an 04.
