Definitely appears to be a speed wrench. Just squeeze the handles and the wrench head will close to accomodate whatever you need grab.

The round end goes around the spark plug boot and the forked end attaches to the valve cover to keep the spark plugs from blowing out. If that's not what it's for, it's an idea for a new product

wrench for tightening and loosining the height adjuster on the the craven speed adjustable height short shifter....but add Bottle opener with the "C" logo end
