Numbers/Stickers Oh my

Totally newb question:
What is with the many mini's driving around that have numbers on their car somewhere...I get the production number ones I've seen (usually 5 digits) but the giant 37 or 22 or...? what with those....It's probably something very obvious that I should know, but the snow, and ice pellets are getting to my head....please help...see pic.

Ok...so paying tribute or whatever you like then....not that I would do that, just was wondering why some do....there is one buzzing up and down the QEW in southern ontario here with a "22" on it.

Is it a "meatball #22. (round white large dots both doors) with black 22 numbers ? If so then just a "rally" number, also a tribute to MC racing.

I got that from what we called a classic Mini in a SCCA chapter I belonged to back in the '60's. I was driving a TR at the time. He looked like a fly'n brick taking the cones on every auto X we ran so that's what we called it. Seemed logical to use that when I signed in.
