Fuse block, ECM problem

Hi guys, recently I got a sever problem about my 2005 mini cooper hatchback.

It's R50. It was over heating during my driving yesterday. Then the engine light started to flash, so I took it to an STS for inspection. Well, it turns out to be surprising to me because they told me they found a rat nest under the fuse block.

Here is the full description they gave to me:
Found following issues: RAD FAN low speed IN-OP, FUSE BLOCK under hood INT POWER to RELAY 1, further check revealed INT POWER to ECM DUE to ELECTRIC short in STEERING COLUMN TILT FUNCTIOIN recommend dealer.
Found rats nest under fuse block in engine area.

I am depressed about the whole bunch of problems. Can anyone explain to me what should be fixed and how much it's going to cost?
