my 02 r50 has 2 switches above the speedo one is the hazard 4 way flasher switch but what is the other for and how do you use it

I have an '06 S, but I checked the owner's manual online, and I think the button you're referring to controls the lighting of the instruments & interior in general. The button on the right should be the hazards, the button on the left is for instrument/gauge/radio lighting.
Here's a link to the owner's manual I found through Google: 2002 Cooper/S owner's manual
Use: on my car pushing the button will adjust/step through the levels of brightness.

If you mean on top of the dash in front of the hazard flashers, right up by the window its probably the sun sensor and not a button. Do you have the auto A/C? It helps compensate for solar heating.
hold it down...they will get bright.
