I have a 2008 Mini Cooper a hatchback
When I rains I'm having an issue of water coming in the car, example when I go to put my seat belt on, the seat belt is soaked, and around the entire edges of the headliner are wet. On really bad rainy days it will come out from the rear view mirror. I really want to think it's a sunroof issue, we've had the drain tubes checked for blockage nothing. So my question is, is it a seal problem? Or if there are any other possibilities it could be.

It sure does sound like one or both of the rubber hoses that connects the drain tubes.. Are you sure you checked them? The location of the leak is right where your talking.. Ive seen them pop off or even split.. Its just a small section of rubber hose that connects the two drain tubes together. Theres one on the driver side and one on the passenger side.
I also should mention that your drain tubes in your sunroof will not show signs of being plugged. That's because the have separated or split under your headliner. which mean when it rains the water drains into your headliner and when it gets saturated it begins to drip out by your mirror and follows the lower section of your headliner.
