I'm purchasing a 2013 JCW-GP this coming Tuesday and I would like to know if these issues are resolved prior me getting a car note...
Did they fix the turbo sludge problem?...
Did they fix the timing chain tensioner issue?...

So far not any horror stories on the timing chain issue. As for the turbo sludge, never heard any problems with that. But carbon buildup will still be a tiny issue as the deposits of carbon aren't stuck as bad as the N14 engine. Your 2013 JCW won't be that big of an issue in those categories you're worried about. Search some threads to get a bigger consensus. Enjoy your future JCW:-).
I think you will have the opportunity to sign up any time within the first 3 years. Actually, I declined mine and about 6 weeks later they emailed offering $500 off the extended warranty. Is it worth getting immediately? No. Is it worth getting at all? Who knows? Is it worth waiting to get? Without a doubt.

How long will your loan run? If it's 6 years, you'll be paying almost $5,000 for 3 years of maintenance past what's included with the car. Don't you already get free maintenance for the first 3 years? Also, are you likely to keep the car for more than 3 years?
IMHO, maintenance plans only are a good deal for the company selling them - not for the buyer, especially because they don't extend the warranty too.

So far, it sounds like the N18 motors don't have the timing chain issues that have plagued the N14s. FWIW (IMHO), the best things you can do for your engine are check the oil, and avoid the extended oil change intervals recommended by the OBC. Regular oil changes will combat sludge problems too. There are several threads on oils and change intervals; my personal practice is to change the oil & filter at 1500 to 2000 miles, then again at 5000 and every 5000 miles thereafter.
As for extended warranty and/or maintenance plans, I'm pretty sure that you can purchase those after the purchase of the car. There are several companies that offer extended warranty plans, which are basically an insurance policy. I'm not convinced that the extended maintenance plan is a good value.

Only you can decide if it's worth it. It's a lot of coin for something that may be rarely used if it's even used at all. I'd rather put the $68/mo in a savings account.
