Except if you do a plug in electric and install Photo Voltaic panels at home.

Store up energy credits with PV all the time and use them during less peak times to charge your car overnight (on a timer).

The cost if PV panels is also going to drop in the next few years, due to a new molecular manufacturing technique that allows the base elements of the panels to be manufactured thinner. This will not degrade the amount of energy produced, it will only make cost per unit go down.
I have insider knowledge on the subject. And I'm not talking out of my *** either.
