How literal am I to take the "Build it" (or "Build Your Own", or whatever it is?) link on the MINI company Main Website?
Are they Truly building this things to order - and if so, how long do they take?

They are built to order. You can't order from the website. You have to do that at a dealer. But you can get pricing and look at the different combinations of accessories etc. I think you can even print it out.
It generally takes 6 to 8 weeks to get a car. Earlier this year I think some folks were waiting 4 to 6 months. Some dealers have inventory on the floor. If you find what you are looking for you don't have to wait.

The configurator designs a MINI, you can then take that design to a dealer where an MA (Motoring Advisor) can do much the same thing on their system and that design gets sent to the factory. From then the design can be put into production anytime from the next day on depending on how constrained supply is. There are lots of threads about how long the wait is.
Anything you do on the MINI website won't cause anything to happen.

I just placed an order for a Clubman on Sunday - my production date isn't until January in order to get the Sport Package. Also there is a 4 week holiday shutdown at the factory in Oxford this year. It may be possible to snag a production slot before the shutdown depending on your options, but I'm expecting delivery in late February on the West Coast.
It also seems to matter how many orders your dealer has in queue vs. the number of slots allocated to the dealer. You may have to wait longer with a busy dealer.
BTW - I just emailed the text version of my MINIUSA configuration to my MA and that's what he entered in the system.
