In some countries it is a legal requirement to have spare bulbs in the car - I don't know what they say about xenons or LEDs as carrying spare bulbs of those would be costly.

Officially, if you drive a car in France, you must have spare bulbs, a warning triangle (to place on the road to warn other drivers of an accident/breakdown) and one high-visibility vest for the driver and every passenger. Oh, and a portable alcohol breath tester.

The French have started to clamp down on drunk driving (and speeding) whereas when I was a boy they set their alcohol limit by what a gentleman expected to have with his lunch (aperitif before, white and red wine with, brandy after).

A drunk driver hit our family travel trailer in the 1960s and when my father said to the police that the driver was drunk, they said "of course, monsieur, it is Sunday afternoon" meaning that it was unrealistic to expect anyone to be completely sober then.....
