moving a none running f56

how to i move a non-starting f-56 mini s hatchback automatic.
error message starter mal function...
electric steering will not turn the wheels?
went threw water drove home, outside temperature went down to zero degrees!
trying to move car into garage in hopes of thawing it out...wheels will not turn?
have been battery charging battery.

Steering should still work. Just will not have any power assist. And thus it will take Hulk strength to turn. (Lost power steering in a VW. This on the freeway. Was able to change lanes no problem. Took a freeway off ramp and had to make a sharp left hand turn. The wheel felt locked solid. Had to back up and make another try. Managed to get the wheel turned. Really highlighted how much effort is reduced by the presence of power steering.)

You won't be able to reach in through the window and turn the wheel. You'll have be in the seat and use both hands and a lot arm/upper body muscle to turn the wheel.

Electric steering assist doesn't work unless engine running.
Its not locked up, just use you're upper body strength.
Goes easier when rolling.
