Well, sort of. There is a mount on the right side, but not one on the left in our 2017. But the left one does allow access to the brake light retaining screw.

The left side only has the mounting point if you pay for that option from the factory to be able to mount a bike rack, otherwise yes the right is just available. I know there are aftermarket parts that will add one though so you can attach a bike rack without having that option.
That may be the case, though I was surprised to see this when I removed the bumper to install a hitch (so I could have a bike rack!)
Also, the PN of the Countryman rack says it will fit CM and Paceman only.
