those are just the instructions for the xenon retrofit.....i dont get your point?

Washers weren't an option...they came standard WITH xenons. Nothing you could do about it.

And if you check on any 02...on the front and rear control arms you will see they have the sensors. The second page you copied even says pre 9/03 (aka 2002 cars) need to have their ZKE module replaced. Which means they have a ZKE module which is the module which controls the xenons.
