Electrical Replacing HID Ballasts?

Replacing HID Ballasts?
Somebody I know has a bad HID Ballast. Would it be possible to just get an HID kit from somewhere like DDM and replace both ballasts and bulbs? Or will that only work if he had Non HID headlights to begin with?
