With the exception of the pulley, most of the mods are felt mostly under full throttle and some only in the upper RPM range.

So, yes, one needs to have some goals before picking a mod.

If you want a "I want to feel it all the time mod", then the pulley is the way to go. If you find yourself flooring it a lot, then most of the mods will be fine. If you run the car at a race track, then including the upper RPM improvements are worthwhile also.

Great point Sleepless. Worth noting: my car at its current stage of tune basically mimics the factory stock torque and horsepower curves - just higher on the chart.
