I plan on installing a 17% SC pulley along with new ATI damper. Also changing to cooler plug.Question do I now need to have a tune done?

Most do not get a retune with what you will have unless you have some money laying around that is burning a hole in your pocket.

A Detroit Tuned BPV will give you a little more boost although most will get less gas mileage as their foot is on the pedal more.

You don't need a tune for just a pulley like that. You can do it later to make it smoother and add some power, but don't have to do it.
