Ignore the copper links. Just get the cylinders in the same position and the cam pulley centered.
So I don't even need to take off the bottom side cover? Near the oil pump and harmonic crank?
Just the top cover, and loosen the chain tensioner, put the tool on the cam locking it into position MdC which is where it locks when I initially removed the cam etc.
Ensure the prisons are even by putting in a quarter inch extension. So ensure 1 and 4 are even with 2 and 3. If they arnt move the chain one notch forward or backwards to get them even.
Will as soon as I move a cog, then I have to reapply tension to the chain to see if it made the cylinders even.
So basically I'm just shifting a cog up the top on the cam chain cog untill all the cylinders are even

For comparison, I also have an 06. Only power mods are 15% pulley, Dinan CAI, cooler plugs, and RMW Tune. Stock cam, exhaust, and injectors. I used a dynapac hub dyno as well and with a bit of belt slip mine was 197hp.

Has your MPGs gotten better too, or is it not a daily driver?

Those seem very strange. I am new to minis, well relatively new, a year in. but in all my experience fuel pressure is supposed to stay even, despite rpm's.
