loose SC pulley

so i have a problem where my m7 16% pulley will no lock onto the sc shaft. i put the inner collet half all the way til it hits the seal. then i push the second half of the pulley on, i even lightly tap it with a mallet to make sure it goes all the way, then i screw in the 4 hex bolts but the pulley just freely spins on the shaft and i can just slide it off the shaft. has anyone experienced this problem? appreciate any help given!

Sounds like the shaft is damaged from the pulley slipping....bolts should have been on super tight, with some thread locker/locktight.....
The altav2 has a different mounting system that is more tolerant to shaft damage.... So you might get one of those on.....
