Drivetrain Tuner suggestion.
True, but it wouldn't be the same price or less. If it's done remotely (with a flash tuner, it ends up being about double the GIAC's $325).
I think the rmw flash tuners 'marry' to your car, and are not transferable. If you've never connected to your car it would still be good, though. Check with rmw.

Tune is the biggest bang for the buck--not just for power, but for drivablility.
My only question to you is, now that you've started down the slippery slope of modding, are you going to be done with a pully and exhaust?
If so, by all means get the tune, it's worth the investment. BUT, if you're planning on doing more (ie cam, injectors,BVH, Header, etc), I'd probably hold off on the tune until you do those things--a tune on a pulley and exhaust alone will add nice numbers, but as already mentioned, the car will run fine without at tune, and you can save the tune after the other mods.
RMW tune party at helix, or a remote tune at Helix, or a remote tune at another shop if there is a dyno closer to you (although IMHO it would be worth the drive to Helix) would be my vote too; you can't go wrong that way, and once you've been tuned, you'll have fantastic support afterwards from both RMW and Helix, something to keep in mind.
Nice thing is that if you decide to get the tune now, and later decide to add more go faster parts to the engine, RMW is VERY accomdating for a retune (although you are going to have to pay for another dyno run, wherever that may be).
As for buying the tool used, it's been done before, but make sure you call RMW ahead of time so things are squared away. The disadvantage of buying it used is you're buying it with no warranty or backup--and these tools can be finicky. My first one wasn't working initially--I bought it directly from RMW--and I got a second one within a few days, which has worked perfectly ever since. So unless you're getting a really good price on a used flash tool, I'd buy it direct from RMW and have piece of mind.

thats the plan.
though, the girlfriend has some family in philly, and she used to live within 5 miles of Helix, so I was thinking I could always do a road trip up there to visit family... lol

Come for the tune, stay for the Cheesesteaks!
First, you’d have to get him to return your call...
and second, you’ll have to give him $100 bucks. You don’t think he’ll rewrite a VIN code on his tuner for free, do you?
Get the Alta tune, much more streetable and the customer service is much better.

Me too... I’ll sell ya the POS for 100 bucks! (it works, in perfect condition... unfortunately it doesn’t come with customer service)

The OP has an R53. COBB/ALTA does not offer the access port, or any other kind of tune for his car.
