It seems that it would be helpful to know how long you've been driving, what types of vehicles have you driven extensively, and what your driving style is. How much observation have you done at local performance events and how many drivers have you talked with on the way to selecting the modificaitons which will best serve your wants and needs.
Its all to possible to spend $4000 only to find that you have created an undrivable vehicle, or at least one which is not pleasant to drive on a daily basis.

Then save cash for tires,and turbo upgrade.

I've heard as much as 20lbs of boost on stock turbo, but personally I wouldnt put it up over 13-14. Its a K02 turbo. It isn't meant for huge amounts of boost it is for reliable boost across the entire powerband. I'd rather 14lbs spools at 3k anyway as opposed to 7-10lbs at 3k and 20 at 5k.
If you want a large amount of boost you are going to have to upgrade the turbo to either a K03/K04 (JCW has a K03) or something similar and put in lower compression pistons (MCS is 10.5:1....JCW is 10.1:1). At that point you might as well upgrade all of the internals before you blow something up. It gets expensive real quick.
My recommendation; don't go for huge power. You're running a MINI, not a Mustang or a Corvette. Straight lines aren't our department. Go for some decent power upgrade without going nuts and if you're going to dump a lot of money into something, make it the suspension, lightweight wheels, brakes, and whatnot.

You can run 17 psi across the rev range flawlessly. I occasionally see 18+ when doing pulls on the highway.

1.Alta is ok but not electronic ,I would buy a AEM or a Autometer with cravenspeed gaugepod
2.no Alta only sells hot air intakes, buy a Dos Cai or DDM works cai
3.no Bov do not add power if you buy a bov get a HKS(you will look fast and furious )
4.no will cause Check engine light to activate
5.no Alta is junk buy Nm Engineering hard pipes
6.no Alta is junk buy a Millitek or Supersprint
7.no Alta is junk buy a forge or helix
8.no Alta does not offer ecu tune but RMW does offer the best tune money can buy.

As far as the gauge goes I would have to agree go with the ScangaugeII you can find them on sale plus its more than just your boost gauge, temp, air, mpg, and etc. If you want a true CAI them I would go with DDM, more money but worth it. There are a few exhaust out that are good but what ever you do DO NOT, I repeat DO NOT!!!!!!!! go with Riss Racing for the exhaust. Might put out good power but EXTREMELY loud and to the point of sounding bad and annoying! Suspension is up to you on how much you want to spend and what you intend on doing with the car. Coil overs are nice but shocks are better for track. wait on the tires and wheels and save for them if you still have a lot of life in your tires now.

NM IS A HOT AIR INTAKE AND CARBONFIBER DOES NOT ADD HORSEPOWER.
USE THE STOCK INTAKE TUBE WITH A DOS! INTAKE TUBES DO NOT ADD HORSEPOWER !
If you want bling and to waste money with zero peformance gain buy what you want.If you want to go fast without wasting money listen to people who have been there and done that .

Yeah I don't need to search the forums about them. I'm anti on them. Helped put J'09s on his and we we're both let down on the quality and the sound, not to mention the time to get them was around a 7-8 month wait. If you believe loud pipes saves lives then it would be the best one for you. But that usually goes hand in hand on a motorcycle not a Mini.
