A single band of 1" tape wrapped around and around should close the gap and not interfere with airflow that much. Tape and then oil, but don't oil the tape.
Nothing will stick, because of the filter oil, and you will never get it all out. Get a K&N for $40 or so from their web site, and get better performance and longevity too.

I called them - they were great, even though my filter was almost 5 years old and the 1 yr warrenty had long since expired, they gave me a reduced price for a replacement and shipped it next day air for less than the usual price too. Excellent customer service IMO.

I meant that the tape would stick to itself, rubber bands could have worked too, to help hold the gap closed.
