It shouldn't matter what intake is on the car, if the idle speed is the same it should use gas at the same rate.

As far as while driving, it should open a bit less with the CAI. But really, we're talking about a peak HP difference that is really only a few % (at best) of the gross HP the car is really making. So the TB ought to be a few % less open to account for the fact that there's less pressure drop before the TB. But to be totally honest, I haven't seen a data set that really shows this one way or the other.
