You have to read between the lines. Police officers are probably going to be more reluctant to issue tickets with the high fines to all but the most blatant offenders. In the Washington area we have some rather outrageous aggressive SUV drivers talking on their cell phones totally oblivious to the traffic around them . When I have to do an evasive lane change because they aren't paying full time and attention to driving... well I get annoyed. Hang up and drive.
Another point being overlooked is: although the fines are mandatory and can't be reduced by a judge - the judge can, at his discretion, reduce the charge.
