My dealer said
"The second image is not the flat load floor. It did used to be called that on earlier models with bucket seats. That floor is now an accessory. What you have is a flat load floor. If you put your seats down you'll see they lay flat and if you added the extra accessory floor it would no longer be flat. You're not missing anything, you're just unfamiliar with the upgrades they've done. If you had that extra floor it would no longer be flat with the seats down.
The standard floor is a boot without a cover. Meaning you'd have a open boot area with no floor. Then when building a Countryman 2013.5 to current and adding the flat load floor, you get what you have. Then if you'd like that extra floor its now an accessory that actually isnt even offered on the newer models but the older models that it was for does fit into yours."

They are correct. You indeed have the FLF. I also have a 2016 CMS with the $250 FLF option, and mine looks exactly like yours. I am actually quite happy with the design as I can keep my tool kit, tire inflator, and tire repair kit in the trunk area, but out of site as it is under the FLF.
Eventually, I want to add a shallow mount, rectangular subwoofer box with a single JL Audio 10W3 in that area, and like the idea of still having the usable trunk space up top.
It is a 3/4''-1'' thick folding board that fits within recessed plastic rails that covers the rectangular cargo area that, in turn, covers the spare tire access.
I'm guessing if you did not order the FLF option, you would just have a very large/deep opening just above the spare tire area, and it would be difficult to lay things out across the rear seats and trunk area.

In my 2012 Countryman I had the FLF and the extra board that folded up and latched on to the sides. That 2012 had the 2 rear bucket seats with the rail in between. When I got the 2015 I told the dealer I needed that separate board for the floor and we just switched it from my 12 to the 15 but I did not have the side pieces in the trim to latch it, since the bench rear seats did not come with it. When I traded in the 15 for the 16 I once again took the extra flat board with me and just recently bought the two side triangular trim pieces to have that board latch in place. I use that board every couple of days to protect the back of the rear bench seats when they are folded down and I'm packing the car with 400# of cases to and from work.
I'm sad they don't offer that in the new models. One of the reasons I stayed with the 2016. I just added the rear camera integrated into the factory Nav screen and now it's got all the things I liked in the F60 model.
