Lever by oil filter

I just got an 2013 mini cooper s and was changing the oil and there was a lever that I had to move to get the filter out. I can see it has a cable but can't find where it goes.

I didn't take one (will try to do better next time). In your picture the lever by the extension with the bar code on it..

Thats the transmission lever/balance, you can select a gear and it should move out of the way. I have gotten the filter out without moving it.

Use a flex end adapter and an extension with a schwaben 27mm socket 6 point and it comes right out easy. Like the picture above.

You are welcome. Place a towel underneath, close to the filter cap and it will catch the oil so it does not drip on the front of the transmission and the aux water pump.
