Please Help-Cooper Overheating

Hello there my fellow Cooper Owners....

I am new to this site and Im not sure if Im posting in the correct location. Anyway, here goes. About a year ago I ran out of coolant in my Cooper while going through the mountains up near Jerome, AZ. It was not good and I had the thermostat replaced. All seem to work well until I started going down to Phx. So here what happens. Car in Prescott always drives fine. But when I go to Phx and Im a dead stand still, say at a light or in traffic, my Cooper will, almost within minutes, begin to over heat and coolant begins to bubble in the clear plastic holder under the hood. Once I start moving again or continue to move, it goes back to normal and everything seems fine. Another thing is the power steering has gone out probably about 3-4 times since thermostat went out. It doesnt last. If I park for a minute everything goes back to normal. The last thing is the air conditioner went out when the thermostat went out and hasnt worked since then. I am really disappointed as Ive had my Cooper for years and never had a problem. Now it seems like there is a tidal wave of problems. I just took to the shop and they believe its a relay that runs both the power steering and thermostat/radiator??? I have no idea and they cannot guarantee that that is the problem. PLEASE HELP..................

1) check for blown fuse

2) Our cooling fan assembly has two stages. low and high. Fan should come on low when water temps reach about 205 degrees. The "Oh Crap" high speed fan which is very loud only comes on later on when temps reach about 225-230 degrees......In many first gen MINI's the resistor for the first stage burns out, so the only fan that comes on is the "high speed stage" just as you are about to over heat.

You can also hear and see the fan work when the A/C heat is on.

Lastly, have the coolant checked for exhaust gasses by a shop......could be the previous overheating caused gasket failure and your exhaust is leaking into the coolant system heating it up.....I hope not though.
