Mini Cooper 2007: Why is the Steering Lock Malfunction Light On?
A red steering wheel lock message illuminated on the dash is an indication that the vehicle believes the electric steering wheel locking unit is malfunctioning. This light has plagued owners of 2007 MINI Cooper models; however, the steering wheel locking unit is rarely the culprit. In most cases, an error in the charging system or intermittent vehicle control module fault will illuminate the light and cause various steering lock issues.
This article applies to the R56 Mini Cooper (2007).
The 2007 MINI Cooper came equipped with an electronic steering wheel lock, referred to as the ELV system. A common issue for these vehicles is that a red steering wheel lock indicator will illuminate on the dash information center whenever the vehicle is switched on. Many believe this is a fault in the steering system; however, it is actually part of the security immobilizer to prevent vehicle theft. Unfortunately, this error message will continuously illuminate the dash and block vital vehicle information once a fault is detected. In severe cases, it may also lock the steering column in place and prevent the car from starting, thus requiring a tow to the local shop.
A number of owners have taken their car to the local MINI dealership only to be told that the entire steering column would need to be replaced to the tune of $1,000! With ELV systems regularly suffering from this problem, it is no wonder why MINI decided to eliminate this feature for the 2008 model year. Fortunately, this problem typically is not detrimental to vehicle operation and can be fixed with a bit of probing and BMW/MINI diagnostic software.

Step 1 – Check battery voltage
On a number of occasions, the ELV warning light has been linked back to a low or faulty battery. Apparently, when battery voltage drops below the threshold value, the ELV light can be triggered and the steering column may become locked. Owners have had success with either charging their battery or replacing the battery entirely. Although a new battery will allow the steering wheel to unlock, the ELV warning light may still be present and require diagnostic software to fully reset the light.
Similarly, an alternator that is struggling to supply the correct charging voltage while the engine is running has been linked to the ELV warning light. After ensuring that your battery is in good condition, inspect the charging system to ensure proper voltage output from the alternator is sufficiently charging the battery and supplying adequate power for vehicle operation.

Step 2 – Scan for Diagnostic Trouble Codes (DTCs)
The MINI electrical system uses a Controller Area Network (CAN-bus) to allow for communication between various electrical control modules. This type of system, which has become common on most vehicles today, eliminates the need for excessive wiring as found on older vehicles in favor of individual modules connected via minimal wiring. For example, the Foot Well Module controls various interior lighting, window functionality, and door locks all from one unit. Unfortunately, these control modules can experience electrical gremlins and, if not properly communicating between one another, can cause a host of problems, such as an ELV steering lock warning light.
On the bright side, diagnosis of various electrical system components is generally quite easy with the proper diagnostic software as these modules can perform self-tests and quickly identify the faulty component(s). A number of owners have reported that simply clearing the Car Access System (CAS) module counter resolved the issue and they have driven thousands of trouble-free miles without the error light returning. In any case, using diagnostic software such as Bavarian Technic, BMW Ediabas, etc., should help users quickly identify the source of their problem.
Pro Tip
Water and moisture can wreak havoc on control modules and fuse boxes. If you regularly drive your car in a wet environment, or the ELV warning light appeared after a rainstorm or washing your car, it is a good idea to inspect various control module connections to ensure they are free of any moisture. Refer to your service manual for a list of control modules and their locations.
If this dreaded light persists, you're unfortunately going to be stuck footing the bill for a replacement ELV unit. Due to the nature of this repair, we highly recommend having it replaced by a BMW/MINI specialist.
