I think you'll be fine with the 215/40/18s. Longboard is running that on his car right now, dropped on H-Sports or H&R's I think.

I think these rims look the best on a mini...I am interested in upgrading my current 15" holies to either a 17" or 18" tire package and I have read on a few threads comments about spacers and offsets. What does this mean and do I need to apply this to my 17" upgrade?

Yes they are two piece. The centers are polished.
