Can we expect to see any special winter tire/wheel packages from Tire Rack this year?

Will the packages include rims or should we use the existing rims? Thinking of getting some cheap holey's for the MINI or some of those crappy rims that look like they below on a spare tire.

Is shipping overseas to an APO, AE Address going to be a problem with Tirerack?
