Your rims mentioned are 17" diameter and 7" wide.
Tires that fit this sized rim for the MINI are often:
205/45-17 which is the stock size or
215/45-17 which is slightly wider than stock.
What do you mean by 17x7.5 tires? What is the exact tire size you are considering? Most likely the 0.5" doesn't matter.
Each tire is designed to be used within a certain rim width range. You can usually go to the extremes of this range for a given tire size. You can even go beyond the stated range but it becomes difficult for the tire shop to mount the tire when the rim is too wide or too narrow for a good fit- however it can be done if the tire specialist is "determined to succeed".

This tire will fit 17" rims from 6.5 to 7.5" wide and is a perfect fit for 7" rims. It might be possible to stretch it onto a 17x8" rim as well but for a better fit, 215/40-17 will fit rims from 7 to 8" and is a perfect fit for 7.5" rims.
