Mini cooper Black Rims?
It sounds like that person may have bought some defective wheels or had them improperly mounted. If you buy from a reputable retailer or oem you shouldn't have any issues. If you're running 16" wheels/tires I'll be selling mine soon which are from the factory and have had zero issues.
Here's a pic.

Or you're driving at a brisk pace on Matolle Road out on the Lost Coast of California and hit a nasty pothole hidden in the shadows.
Obviously the color of the rims has nothing to do with anything. I love my black JCW wheels.
As for buying new rubber to go with your new wheels, I'd only do that if the rubber was nearing the end of it's life. And the reason so many people buy their wheels with rubber mounted is that they often wait to buy their wheels when they need rubber as well, or the seller is giving a nice price on a package deal. Whatever floats your boat.
Get black wheels if you like. Reuse the tires that you have. Remember that the tires these days are "directional tires" so there is an inside and an outside. This is listed on the tire side wall. It is also recommended that the tires do not change sides on the car or the old "criss cross" method of rotation. Mark them before putting them on the new wheels.

Even powder coated the new VIP Custom exhaust!!!
Tata Steva, I understand you weren't being rude earlier.
Rowoonnee, asking questions is fine but if you want to start modding, even if not, you seriously need to invest in hours of self study so that you can make informed decisions that you actually understand instead of just doing what others tell you. I have invested hours researching most of the pieces and parts that I have installed so far and I'm not even close to being done. It helped make the Dread Pirate more "me".
Good luck.

Two things here. This guy had tireS blow? The only way I could imagine this ever happening is if the tire build was sub par or defective and the weather conditions were the worst on earth (130 degrees+).
