wheel bolt question

I'm about to order new wheels and they want $70 for a wheel installation kit (new wheel bolts) Anybody know if I really need these? It seems like a waste of cash for something I already need. the wheels are Konig feathers and I know if I call Discount tire they are going to tell me I have to have them. I understand if they are selling me lug nuts because of the different diameters of the holes but I don't think this is the case here.

When I purchased my wheels from discount -- I just said no thanks and they said no problem.

Sometimes, some wheels have a slightly smaller bolt head hole and maybe better with special tuner bolts that have smaller bolt heads .
