If the MINI's load capacity requirements are 1140 pounds, why did MINI choose to equip the car with a tire that is rated on the low side (84/1102 for the stock 15" Conti)?

those load ratings are per tire, not passenger/cargo load capacity for the chassis.

I've always been a bit mystified at the formula for the load ratings; i.e. why does 84 = 1102 pounds? Alex, do you know?

And why is the stock 15" okay, but 195/50/16 with the same load numbers of 84/1102 not okay? (I know that 16" size is a bit short on diameter, but nontheless.)

I base the load rating on the internal volume of the tire size. Manufacture's load ratings can vary 200-300 lbs on any given size. I use bennett garfield's 2003 tire guide.
