Rattling sway bar link, does it need a bushing?

Hi all, I have a 03 r53. I know the rear right sway bar link rattles pretty bad because there is a huge gap where I can not tighten it down all the war on the lower mount. I replaced it because the old one rattled and was bent. Should there be a bushing there? I can't tighten it anymore because the bolt just rotates in the boot portion. Any thoughts?

Did you put a 5mm allen wrench in the end of the bolt to keep it from spinning as you tighten the end link nut?
