H&Rs drop about an inch, maybe a little more. There are a progressive rate so not any rougher than stock on the street.

.....and it's riding on the bumpstops too!

Be careful with max drop springs as the MINI does not have a lot of travel stock.

Are those Apex springs mounted on stock shocks?

Yes, about 15k miles on the springs. I am the second owner and have had the car since it was at 109k miles, almost at 140k miles now ~year later. Dampers are OE as far as I know but most of the miles have been highway between the first owner and myself, and I occasionally go on spirited mountain drives with some of the local car groups. My last drive with the Lotus group was an eye opener for them, I don't think some of them thought a Mini could keep up much less be in front of most of them

Dampers still work fine and are not leaking as of a few weekends ago.

If your looking to get real low, save your money and check out the Vmaxx coilovers they are cheap and will get you down low.

How much the Apex springs lower your car and how is the ride?

I didn't measure before and after so I can't comment on how low. To me it may ride a bit better, definitely not any rougher.

Did it come with shortened bump stops or do they recommend cutting the stock bump stops?

This is not really accurate.

If you compare two hypothetical springs that dissipate the same energy over the range of suspension travel, one being a linear rate and one being progressive rate, the progressive will be 'softer' on smaller bumps but 'harder' on big bumps.

Also, with progressive springs, your suspension will, on average, travel more. On an already lowered car, especially with a strut-type suspension, this means that geometry can suffer.

And with a drop over an inch, you have over an inch less travel to soak up bumps. Big drops with springs is a bad idea on the Mini, if you care about handling and ride quality. Not enough travel.
