Or does a tune have anything to do with the suspension?
Example: I have a JCW tune, then I got H&R springs and a sway bar. It handles a little tighter and I like the ride height but should I have done the springs/s-bar first and then got it tuned? Does it matter?
Any thoughts?

I think he means an engine performance tune, in which case the answer is not directly. A tuning file isn't going to make so much power that the cars inertial limits way outstrip the ability of the car's suspension. Even a stock suspension on a MINI has extreme limits--ususally greater than the average driver's limit. Modifying your suspension, however, does increase the fun factor
